There was a similarly successful outbreak at Braganza. From one end of the country to the other the rising was complete and enthusiastic. Deputies were dispatched to England to solicit assistance and arms. For a time Junot managed to keep down the population of Lisbon by collecting troops into it, seizing, altogether, four thousand five hundred of the Spaniards, and making them prisoners. Alarmed, however, at his position, and fearing to move any of his forces from the capital, he ordered Loison, who lay at the fortress of Almeida, on the frontiers, to march to Oporto, and suppress the revolt; but General Silviera, a Portuguese nobleman, put himself at the head of the armed population, and successfully defended Oporto. At Beja, Leiria, Evora, and other places, the French managed to put down the insurgents, but not without much bloodshed and severe military executions. But the hour of retribution was fast approaching. Spanish as well as Portuguese deputies appeared in London soliciting aid. They did not ask for men; for, in the pride of their temporary success, they imagined themselves amply able to drive out the French; but they asked for arms, clothes, and ammunition; and they prayed that an army might be sent to Portugal, which would act as a powerful diversion in their favour. Buonaparte allowed his army, now reunited in Smolensk, five days' rest and enjoyment of the stores there, and on the 14th of November he again marched out to force his way into Poland. The second division, under Davoust, followed on the 16th, and the rear, still under Ney, on the 17th. The worn-down Italians of Prince Eugene could not move till the 15th, and did not overtake Buonaparte and assume their proper position till the 17th. The road which Buonaparte was taking was by Wilna, Krasnoi, and Borissov to Minsk; at the last two places he had his stores. But his way was now hemmed in on all sides by Russian armies. Wittgenstein was already at Vitebsk, and thence advanced on Borissov on the Beresina, where Buonaparte hoped to cross; whilst Tchitchagoff, who had joined Tormasoff, and thus raised their force to sixty thousand men, had driven the Austrians, under Schwarzenberg, back on the Bug, and had taken Minsk on the very day that Napoleon marched out of Smolensk. At the same time Kutusoff, with the grand army of Russia, was marching in a parallel line on the left flank of the Emperor, ready to fall on him whenever he was reduced to extremities by the other converging Russian forces. Now was coming the grand crisis. The elements were fighting fearfully against him; his men were wearied, half-starved, and disheartened; his enemies on all sides were alert with hope and revenge. Had Kutusoff used more alertness, and secured the passage of the Beresina as it ought to have been secured, the event which Bernadotte had planned must have taken place, and Buonaparte, with the remainder of his army, must have remained a prisoner there.
Meanwhile, the attention of the Western Powers was called to the constitutional monarchy of Spain. For, whatever were its merits in comparison with the systems that preceded it, it had not the merit of securing good government, protecting life and property, and maintaining public tranquillity. During the summer of 1836 that country, always more or less disturbed, was the scene of fresh tumults and insurrections, breaking out at different points, at Malaga, Cadiz, Seville, and Cordova. The Constitution of 1812 was proclaimed, and provincial juntas were established in defiance of the queen's authority. Madrid was also the scene of insurrection, which was repressed, and the city was put in a state of siege. Soon afterwards a more determined demand was made for the Constitution of 1812, when a regiment of militia forced themselves into the apartments of the queen regent, in spite of the remonstrances of the French and British Ambassadors, and extorted from her a promise to accept that Constitution. This daring act was the signal for a general rising in the capital. The Prime Minister, Isturitz, fled to Lisbon, and there took ship for England. He was fortunate in escaping with his life, for had he fallen into the hands of the enraged populace he would probably have shared the fate of General Quesada, the military governor of Madrid, who was caught about three miles from the capital and killed. Order was at length restored by the queen regent proclaiming the Constitution, subject to the revision of the Cortes and by the appointment of a decidedly Liberal Administration, which commenced by calling for a conscription of 50,000 men to carry on the war against the Carlists, who were still in active rebellion. The Constitution so imperatively demanded by the people was first proclaimed at Cadiz in 1812, and again by Riego in 1820. It now was brought forward once more, and on the 24th of February, 1837, adopted by the general Cortes assembled for the purpose, having been previously revised by a committee. Although I had been commanded to return "at once" to Maastricht, I succeeded in having a chat here and there with the inhabitants of Riemst. Against sensual enjoyments in particular, it had been urged that they are caused by the satisfaction of appetite, and, as such, must result in a mere negative condition, marking the zero point of pleasurable sentiency. Finally, much stress had been laid on the anti-social and suicidal consequences of that selfish grasping at power to which habits of unlimited self-indulgence must infallibly lead. The form given to hedonism by Epicurus is a reaction against these criticisms, a modification imposed on it for the purpose of evading their force. He seems to admit that bodily satisfaction is rather the removal of a want, and consequently of a pain, than a source of positive pleasure. But the resulting condition of liberation from uneasiness is, according to him, all that we can desire; and by extending the same principle to every other good, he indirectly brings back the mental felicity which at first sight his system threatened either to exclude or to reduce to a mere shadow of sensual enjoyment. For, in calculating the elements of unhappiness, we have to deal, not only with present discomfort, but also, and to a far greater extent, with the apprehension of future evil. We dread the loss of worldly goods, of friends, of reputation, of life itself. We are continually exposed to pain, both from violence and from disease. We are haunted by visions of divine vengeance, both here and hereafter. To get rid of all such terrors, to possess our souls in peace, is the highest gooda permanent, as distinguished from a transient state of consciousnessand the proper business of philosophy is to show us how that consummation may be attained.65 Thus we are brought back to that blissful self-contemplation of mind which Aristotle had already declared to be the goal of all endeavour and the sole happiness of God. A new period begins with the Greek Humanists. We use this term in preference to that of Sophists, because, as has been shown, in specially dealing with the subject, half the teachers known under the latter denomination made it their business to popularise physical science and to apply it to morality, while the other half struck out an entirely different line, and founded their educational system on the express rejection of such investigations; their method being, in this respect, foreshadowed by the greatest poet of the age, who concentrates all his attention on the workings of the human mind, and followed by its greatest historian, with whom a similar study takes the place occupied by geography and natural history in the work of Herodotus. This absorption in human interests was unfavourable alike to the objects and to the methods of previous enquiry: to the former, as a diversion from the new studies; to the latter, as inconsistent with the flexibility and many-sidedness of conscious mind. Hence the true father of philosophical scepticism was Protagoras. With him, for the first time, we find full expression given to the proper sceptical attitude, which is one of suspense and indifference as opposed to absolute denial. He does not undertake to say whether the gods exist or not. He regards the real essence of Nature as unknowable, on account of the relativity which characterises all sensible impressions. And wherever opinions are divided, he undertakes to provide equally strong arguments for both sides of the question. He also anticipates the two principal tendencies exhibited by all future scepticism in its relation to practice. One is its devotion to humanity, under the double form of exclusive attention to human interests, and great mildness in the treatment of human beings. The other is a disposition to take custom and public opinion, rather than any physical or metaphysical law, for the standard and sanction of130 morality.
